Time in the industry has shown me that 'proper' development is subject to budgets and timelines... Even in architecture we see the outsourcing of drawings and quality decline but there is the overall 'sign-off' from the architect that ensures that the plans are sound. Perhaps a less maverick way of programming, developing and planning across the board would help... (Though, in the heart of every programmer is a bit of a rebel I think.) Definitely something to think about. Especially on the grander scale of what it would mean as our lives become more and more dependent on software...I would says 'technology' but at the core is so much software.
